With reference to the attached I beg to state
that on the morning of October 2nd, 1922, I received from
Mr. Smith, Superintendent of Imports and Exports, a letter
from Liggitt and "yers applving for permission to destroy
by fire 3,000,000 damaged ( d Mil) cigarettes that morning
at Kennedy Town, destruction to commence at 9 a.m. I went
to Kennedy Town to supervise the destruction. About 10 e.m.
Mr. Felcome of Liggitt and Hyers arrived at Kermedy Town and
apologized for keeping me waiting saying there had been a
mistake in the cigarettes sent across from Yaumati and that
instead of destroving 60 caser na intended only 30 cases
would be destroyed that morning the other 30 cases would be
returned to their Yaumati Godown. We commenced to destroy
the cigarettes about 1018.m. about B.. just before the
1st of the 30 cases had been checked on to the fire, Mr.
Balcone handed me the permite and asked me to sign them, saying he was in a hurry to go se he had an appointment in Town at 18.m. and I very much regret to say that being in a hurry I wrote "Destroved" and signed the permite without looking to see if the number of cases had been altered from 60 to 30 and gave the permite back to him. The application from Liggitt and Myers for the destruction of these cigaret- tes I signed on returning to the Office that afternoon, this application did not state the mmber of cases to be destroy- ed but just the number of cigarettes and I am very sorry to say that I was again guilty of care) carneas in signing this application without stoping to think whether the number of cigarettes in the osses destroved that morning equaled the mumber of cigarettes stated on the application.
